My Position

• Leesburg should be a gateway for the Journey Through Hallowed Ground

• Proffer negotiations with developers must support the preservation of historic sites and their characteristics

• The preservation of archeological and Civil War sites, as well as historic structures and old cemeteries, must include preserving the character of small towns and villages

• Working with town leadership is essential to understand priorities. In historic towns like Leesburg, for example, a major priority is the preservation of the facades

• The work of the recently established Heritage Commission must continue. This commission advocates for historic resource preservation and natural resource conservation to include historic architecture, restoration and adaptive reuse, archaeology, African American history, heritage tourism, cultural history and education

My Opponent

According to the 2011 Loudoun County Chamber of Commerce questionnaire, my opponent believes that promoting tourism can generate revenue and can aid in promoting the County to potential employers. From a business standpoint, these are worthy goals; however, if the County is paved over and there is nothing historic worth seeing after the County is "developed," then why would anyone bother. Several years ago, my opponent signed a letter to Congress along with 110 other organizations, elected officials and citizens that stated: "Journey Through Hallowed Ground National Heritage Area Act" provides a good case study on how heritage areas can be self-perpetuating federal pork and influence projects." Ms. Volpe was in good company because Eugene Delgaudio (Sterling Supervisor, as well as President, Public Advocate of the U.S., Inc.) also signed this letter. The 110 member group feel that heritage ares are bad because they are preservation zones where land use and property rights can be restricted. My opponent wants it both ways: developers should be allowed to destroy a historic site to put in more houses, but first we want to show off this historic site to potential employers to promote Loudoun. In the same speech where she said: "Sprawl is the American dream," she also said that if you want to keep that beautiful vista of rolling fields and mountains out your back window, then you better buy it.
